Lake Jackson Sanitary District Meeting

Old Business:
 Previous reviewed roads have been approved by committee and contractor had a delay in the work, but should commence as soon as possible.
 
New Business:
 Joe Settelen has been appointed by the County to be an active board member for the committee.
 
Members and citizens welcomed guest speaker Wade Hugh from Prince William County Public Works and Supervisor Wally Covington to the meeting. Mr. Hugh informed the committee and members the roll the County has in the Lake Jackson Sanitary District area and assured citizens and the board members that the County would try to support us in whatever possible way they could. Mr. Hugh also explained to the citizens that the County does have the final word on decisions made and that the board members are merely advisors to them. His main goal is that the board members advise the County to make good decisions on how to spend the funds each year appropriately.
 
Mr. Hugh also explained the budget (approximately 78k) and created estimate costs for this area, given the track record for the past several years. Some of these costs include gravel, grading, misc. ditch work and snow removal. He also explained the County Admin. fee that the County requires which includes time to process task orders, on site inspections some engineering. An estimate of approximately $5300.00 has been submitted as a cost to patch the t/c road areas affected. An open questions and answer time was permitted.
 
Sue Russell- Is there a plan for t/c?. Not at  this time.
A question arose concerning e-mail votes. E-mail votes are not a legal way of voting.
Linda Schaffer- T/c roads cause excessive speeding. Is there anyway to slow the cars down? Call the police
Another citizen spoke and said that he was definitely for t/c roads. 
These are a few of the questions asked and there appears to be mixed opinions on both sides.
 
Mr. Hugh fielded some questions from the board member Bob Thomas concerning warranty of the t/c road work on Cobb Road and patching t/c roads in lieu of installing an additional layer. Mr. Hugh said that the County is putting together a Standard Operating Procedure Manual for the contractors at this time.
 
Mr. Covington also spoke to the board and citizens concerning our roads. There may be a possible way to fund the project at one time, instead of piecing one project at a time. 20k a year may be removed from our budget the County may be able to find funds to cover the balance of approximately 180k. Mr. Covington spoke very positive about this t/c project mainly for reasons of public safety and the Fire Department. He mentioned also the the County was growing rapidly along with our property values and it was time for change. He said that he realizes that we may be split on these issues, but also is concerned that rescue equipment will not be able to respond to a citizen timely due to the road conditions.
 
Board members in other business decided to review Rebecca Road for re-consideration.
 
A motion was made to adjourn the meeting by Ryan and Bob seconded it.
