Lake Jackson Sanitary District Meeting

Meeting Opened by Road Committee Chairman Bob Thomas

 

Citizen Time opened up:

 

Thanks from the citizens present was provided for recent road work on Cobb side of lake. Committee appreciates the recognition. Then Bob Thomas noted that Sean did submit an application resume for taking over Bob’s area on that side to inform the citizens and see if any present had any desires.

 

Citizens noted some pot holes that keep popping up and stated that filling them is not working. Bob talked about how we will not be doing 21A stone and that the county would have 2 of their litter crew filling potholes with gravel on Friday 1/7/05 the county crew would also be filling and placing some more with #8 for ice. Bob also stated after we approve the work we have quotes on now we would not be doing anymore work till spring grading, unless we have an emergence need for work.

 

Citizen’s requested we post minutes because audio links of the road committee minutes are long and large for download. Bob stated because of the size they can’t stay on web site to long so we will be still be doing minutes. Joe S. stated he would have both sets of minutes (Dec & Jan) out in the next few days. As the new Secretary he stated he was putting all that together and getting organized.

 

Citizens mentioned Mr. Covington bringing up Tar & Chip and EMS issue in a County Supervisors meeting on TV. No movement on that issue was made but the mention happened. As it is a big discussion point for us, it was noted by the road committee that it’s good we are paying attention to the Supervisors Meetings on the TV and we need to keep our residents informed of their discussions.

Update on Old Business:

 

Jacqueline, Cobb Rd, Short St are completed now. Foneswood Drive is off the Cobb Rd side and in need of repair. Some how it was missed although discussed in previous meetings. It will be discussed for repair while the contractor finished on the Cobb side of the lake. No other old business was discussed or outstanding that is known by the new Chairman and the current committee.

 

 

 

New Business:

 

Bob Thomas opened new business with Agenda on roads that county and he have looked at for work orders. They were discussed and voted on. They are as follows:

 

  1. Foneswood Drive. This is in need of repair as discussed in Old Business and with county in meetings. Bob asked for a vote on this road to complete the road work and expedite the task order while the contractor is on that side of the lake. Cost $660. Motioned and unanimously accepted.
  2. Thunder Drive. This is the worst road on the lake right now. Two quotes came back from contractor and county. One to open whole loop as indicated on the map and one to do existing road as is. Since the house on this road has a turn around area it was recommended to do the current road immediately and delay the more complicated loop. Cost $880. Motioned and unanimously accepted.
  3. Evelyn and Potter. It is recommended to do that stretch to take care of pot holes and road bed. They will take it back to the houses only and use some of the crush and stone as used on other roads. Cost $165. Motioned and unanimously accepted.
  4. Rebuild Lake Shore Dr at end of Tar & Chip where it joins the end of North Point. Discussion on why Lake Shore is not considered one road all the way, as on the map, was made and doesn’t look to be a part of this submission. It is believed that this project will fill the mud bed area at the Lake Shore Dr end near North Point where it was reported bad on last months submission. Not believed to be the whole length Lake Shore Dr. Joe S says its useless if we do not complete Hara St, because Hara is where the run off is coming from and making the mud bed. Cecilia motioned to have Lake Shore Dr at North Point end, Lake Shore Dr hill at opposite end and Hara St all done because all are interconnected and bad. Cost’s for Lake Shore North Point end $880, Hara St $1135, and Lake Shore Dr hill $855. Unanimously accepted.
  5.  Geller Circle. Geller has a bad crushed drain pipe under the road entrance and some grade, stone and roll issues which were noted by Joe Hudoba. Cost $740. Motioned and unanimously accepted.
  6. McGrath to Harton ditch cleaning. Quote was forwarded by county to road committee for cleaning of ditches. Bob Thomas subsequently reported it to VDOT as it is a state maintained road. They will clean the road and ditches saving the district $205 expense.
  7. Cobb Road Pipe at Jacqueline. This was completed and some how reflected still open. No action needed and closed out. Bob will clarify the work order closing.
  8. Rebecca. This is the Rebecca loop that was cleared by Joe S to re-open the road for secondary access because existing end of Rebecca Road runs some  what through Hal Henigers property. Road committee was approached by LJCA that we should consider getting this road back in shape. It was resubmitted for a price since the down trees where removed by Joe. Cost was $880. Motioned and unanimously accepted.

 

Total pending road projects authorized this meeting $6195.00. 

 

  1. Bob then asked the committee to take a vote on the Web Site notification of road committee members for each area as per last meeting. Web master says he can do it in a manner that will send it to our private email accounts without releasing our personal email address. Response will have to be the through the web site in return to protect area members private email address though. Motioned and unanimously accepted.

 

 

  1. Mark Penaranda asked about the quote for Christine place and some of the other roads in his area that he requested work on. Bob stated that Joe Hudoba our county contact looked at all the roads and had the contractor provide quotes for the road needing attention and Christine place was not included. Mark stated the transition from tar-n-chip was in need of work now. The committee agreed to do the work with a cost cap of $500.00.

 

New road business closed and further citizen discussions and recommendations were shared:

 

Sandy recommended that the road committee work with LJCA to build a notification to home owners doing improvements that if they are going to have heavy truck coming in (concrete trucks etc) that the resident understand that they need to put the road back in shape as they close out their building permit. She also brought up about how difficult it has been for members to get repair and improvement permits from the county and that we need to build a better relationship with the Supervisors to overcome this.

 

Cecilia recommended we think about a data base on road maintenance. We have the budget spreadsheets but a database would take a little more and once built it would be easier. She thinks we need to ask the county because they may have one already at Public Works. Bob said he will talk with Joe Hudoba about that.  

 

Cecilia said we need to think about a Standards of Care notification process for the homes doing improvements. Bob mentioned that we need to maybe use the Heron Newsletter and try to build up the knowledge of road situation.

 

A motion was made to adjourn the meeting by Cecilia seconded by Joe. Meeting closed.
