Unfortunately, we haven't found any really local sources for dock supplies.  The only semi-local source for styrofoam floats we know of is given below.  The word is that they are often hesitant to cut blocks the size you'd need for a floating dock, so you may have to be charming

Boating Supplies
There are a few local places that sell various types of supplies. Backyard Boats is the only local place we've found that sells replacement trailers for small boats.
